How do grants work?

In Chile There are 7 kinds of grants that cover the totality or partiality of each monthly payments of one student:

- BECA PUNTAJE PSU: (BSPU) This grant is given to students who gets the maximum PSU score in the region and the country, most of them, are from Middle-class Families (Not high, because one of the requirement is the social vulnerability); but this grant only covers a partiality.
- BECA EXCELENCIA: (BEA) This grant is given to students who are inside the 5% of the best grade in 2010 per each high school in the country.
- BECA BICENTENARIO: (BB) This grant is given to student who register as students in a public university.
- BECA HIJOS DE PROFESORES: (BHPE) This grant is given to students whose parent(s) is(are) a teacher(s) in a public school or high school
- BECA JUAN GOMEZ MILLAS: (BJGM) This grant is given to chilean and latin-american students who register such as it in any university with a higher PSU score.
- BECA NUEVO MILENIO: (BNM) This grants is given to students who register as a student in a Technical-Formation board or a University in a Technical (TNS) career.

BSPU: US$240
BEA: US$240 (a professional career); US$104 (a technical career)
BB: Totality of the career

PSU-score Requirement:
BPSU: Highest PSU score in a region or all country along
BEA: 475 PSU score (average) or over
BB: 550 PSU score (average) or over
BHPE: 500 PSU score (average) or over
BJGM: 640 PSU score (average) or over

NEM Requirement (Totally average from 9th to 12th grade)(1-7 scale)
BEA: Be inside of the 5% of highest average of grades in the high school
BHPE: 5,5 or over
BJGM: 6 or over (requirement only on for blind students because they can't take the PSU because of the blindness)

Quintile Requirement:
BPSU: I-II
BEA: I-IV
BB: I-II
BHPE: I-IV
BJGM: I-IV
BNM: I-II

If you analyse something, you'll deduce that MIDDLE-CLASS students get the BB, Why?, Because the Subsidied School is more expensive than Public School and their teaching is better than public one. ¿Do you think chilean education is clasist?
